LUCA FRATINI – Consul General of Italy for Scotland and Northern Ireland<\/strong><\/p>\n

With effect from 1st July 2026, Luca Fratini serves as Consul General for Scotland and Northern Ireland.<\/p>\n

Luca Fratini is an Italian career diplomat within the Ministry of Foreign Affairs and International Cooperation. He started his diplomatic career in 1992 and served in many countries in Europe, Africa and the Near East. He worked in multilateral affairs since 2013.<\/p>\n

In October 2023, Luca Fratini was appointed as Italy\u2019s Coordinator for Women Peace and Security, Youth Peace and Security and Mediation Policies, based at the Ministry\u2019s Directorate-General for Political Affairs and Security. As of September 2025, he is also Deputy Director for the United Nations and Human Rights.<\/p>\n

From 2013 to 2016, Luca Fratini served as Deputy Permanent Representative to the Rome-based UN Agencies (FAO, IFAD, WFP). From 2017 to 2019, he was Ambassador and Deputy Permanent Representative of Italy to the Organization for Security and Co-operation in Europe (OSCE) in Vienna, chairing the Preparatory Committee during the Italian OSCE Chairmanship in 2018. From 2020 to 2023, Ambassador Fratini held the position of Director of the Office of the OSCE Secretary General in Vienna.<\/p>\n

His previous postings include: Head of the Italian Consulate in Locarno (Switzerland); Deputy Ambassador in Harare (Zimbabwe) and Rabat (Morocco); Deputy Head of the Near East Office at the MFA; Head of the Political and Press Office in Paris (France); Ambassador of Italy to Ghana and Togo.<\/p>\n

Luca Fratini holds a degree in Economics (cum laude<\/em>) from the LUISS University of Rome. He has been speaker and moderator in many international and academic conferences. He is married and has two children.<\/p>\n
