The INPS (National Institute for Social Security) has announced the start of the second phase of the proof-of-life process, for the years 2025-2026. It will involve all Italian pension recipients residing in Europe (excluding Scandinavian countries and Eastern Europe, which were already included in the first phase), Africa, and Oceania.

Starting from the 17th September 2025, Citibank N.A. will send the proof-of-life certification letters to the interested pensioners. The certificate must be returned to the bank by the 15th January 2026. If the certification is not submitted by this date, the February 2026 payment will be made in cash at Western Union agencies in the country of residence, if possible. If the proof-of-life certification is not submitted by the 19th February 2026, or the payment is not personally collected within the same date, the payment of pensions will be suspended starting from the March 2026 payment.

INPS pensioners residing in the consular district can also obtain proof-of-life certificate through the Consulate General or the Honorary Consulates.
To use the service at the Consulate General, the pensioner must appear in person (Italy House – 20-22 East London Street – Edinburgh EH7 4BQ), all opening days Monday to Friday, between 9:30 AM and 12:30 PM, without an appointment.
The pensioner must present the form received from Citibank and a valid identity document.
