FIRST-DEGREE ASCENDANT (PARENT) WHO POSSESSES, OR POSSESSED AT THE TIME OF DEATH, EXCLUSIVELY ITALIAN CITIZENSHIP
To submit an application, applicants must provide the following:
- APPLICATION FORM (MOD A see Forms) duly filled in but not signed. The form must be signed in person before a consular officer on the day of the appointment. The relevant fee for the legalization of the signature must also be paid (art. 24 – see Fees);
- ORIGINAL CERTIFICATES of birth*, marriage*/civil union*, and death* (if applicable) of the Italian parent of the applicant. (Note: Make sure the birth certificate is a full version that includes the parents’ names );
- HISTORICAL RESIDENCY CERTIFICATE issued by the relevant Italian Municipality of last residence or AIRE registration of the Italian parent;
- DECLARATION OF NON-NATURALIZATION* issued by the authorities of every country where the parent resided (as indicated in the Historical Residency Certificate). For the United Kingdom, the declaration must be obtained from The National Archives for the period 1844–September 1986, from the Home Office UK Border Agency for the period after October 1, 1986. The declaration MUST explicitly include all variations and spellings of the names as they appear in the rest of the documentation.
- If the Italian parent acquired any foreign citizenship before the birth of the applicant, the applicant is not eligible for Italian citizenship recognition.
- ORIGINAL FULL EXTRACT BIRTH CERTIFICATE* of the applicant, and if applicable, original certificates of marriage*/civil union* and/or divorce* (for information on how to submit divorce rulings, see HERE).
Note: Applicants who have changed their surname due to marriage (or for any other reason) must submit a birth certificate that includes the annotation of the name change.- UK citizens born in Scotland whose passport details differ from their birth certificate must request an annotation of the name change on the birth record by contacting the National Records of Scotland at: namechange@nrscotland.gov.uk (Request Form 24, reason: Italian Citizenship Application).
- UK citizens born in England must provide proof that the Deed Poll was registered with the High Court, with apostille and certified translation.
- Non-UK citizens must present a birth certificate with name change annotations issued by the competent authorities of the country that issued the birth certificate.
WARNING: If the personal details (first and last names) on the birth certificate do not exactly match those on the passport, the application will not be accepted.
- PROOF OF ADDRESS of the applicant: utility bill, council tax statement, bank statement, letter from GP or NHS – not older than 3 months from the date of the appointment;
- VALID PASSPORT of the applicant (original + photocopy of pages with photo and signature);
- If applicable (EU and non EU citizens) valid RESIDENCE PERMIT, WORKING VISA in the UK or SETTLED STATUS (original + photocopy) valid for at least 3 years from the date of the appointment. Applicants with a tourist visa, student visa, Working Holiday Visa (WHV), or Pre-Settled Status are not eligible to apply at this Consulate General.
- CONSULAR FEE of €600.00, to be paid in GBP on the day of the appointment, cash or debit card only (art. 7b – see Fees).
PLEASE NOTE: All certificates marked with an asterisk (*) must be original, legalized, and translated into Italian.
Legalization via apostille is required if the issuing country is a party to the Hague Convention of 05/10/1961. For countries not party to the Hague Convention, documents must be legalized by the relevant Italian Embassy/Consulate.
Italian translations must be completed by a sworn translator, and the translation must be legalized or apostilled by the relevant authorities.
In the UK, where sworn translators do not exist, translations must be duly certified. Certification options:
- At the Italian Consulate General in Edinburgh – only for translations of certificates issued by UK authorities. (More info HERE);
- or certificates issued by other countries: through the Italian Embassy/Consulate responsible for the country of issue. (Find a list of Italian Consulates and Embassies HERE).
IMPORTANT:
- Each applicant must provide original documentation for their own citizenship application. Shared documents among family members or shared applications are not allowed.
- Certificates used for citizenship recognition do not expire.
- Original documents will not be returned, regardless of the outcome of the application.
- Italian women can transmit citizenship only from January 1, 1948, based on a Constitutional Court ruling.
- As per DPR 3/3/2011, No. 90, application processing may take up to two years.
