Pursuant to Law no. 735/1960, an Italian or EU citizen can apply for the endorsement of the employment as healthcare professional abroad, when taking part to competitive job selections in Italy and wish such employment to be evaluated.
The endorsement is finalised by means of a decree issued by the Ministry of Health or by the local regional authorities. The applicant can check the relevant office, specific for their case, on the Ministry of Health website.
The Consulate General of Italy in Edinburgh is responsible only for the local endorsement (“Visto per conferma”) of the documents certifying the employment as healthcare professional on public health institutions, public interest institutions, or private non-profit institutions, which are based in this Consulate General catchment area (Scotland and Northern Ireland).
How to apply for the endorsement
Applications for the endorsement can be submitted by e-mail only, sending all the relevant documents to the e-mail address edimburgo.scuole@esteri.it, with “Riconoscimento del Servizio Sanitario” on the subject line.
Which documents do I need to submit?
- Application form (click HERE) duly filled and signed (handwritten signature). The applicant must provide post and phone contacts;
- copy of an Italian or EU Country valid identity document (passport or identity card);
- .pdf file of the employment certificate, issued by the relevant healthcare providing institution (see instructions below about the mandatory information to be included in the certificate);
- .doc or similar format (editable) file of the translation into Italian language of the complete employment certificate – the translation can be carried out by the applicant or by another person, provided it is accurate and complete; this Consulate General will certify the conformity to the original of the translation.
Information to be included in the employment certificate
The employment certificate must include ALL the following information. Before sending the application, the applicant is asked to check that the certificate includes all the information; should that not be the case, the office must reject the application.
- Applicant’s full name;
- Job description;
- Grade and salary;
- Employment dates (the date of the certificate will be the end of the endorsed period, in case the employment is not terminated, yet);
- Ward or Service where the applicant is/has been employed (should the applicant be/have been employed in different wards at the same time, it is necessary to specify the main tasks);
- Whether employed full-time or part-time;
- IMPORTANT: the legal status of the health institution, whether a “public health institution”, a “public interest institution”, or a “private non-profit institution” affiliated with the National Health System (NHS).
The employment certificate must be signed by the institution Finance Director, Director of HR, or Director of Workforce, or other person with similar administrative position.
Payment methods
In order to receive the endorsement, the payment of the relevant consular fees is due (art. 66n TC for the consular certificate and the endorsement – “Visto per conferma” – and art. 72a TC for the certificate of conformity to the original of the certificate translation).
After verifying that the application can be processed, the Qualification Office will inform the applicant about exact amount to be transferred and the bank account details, from the e-mail address edimburgo.scuole@esteri.it. The applicant must reply by attaching the confirmation of the bank transfer.
Return of documents
The documents will be returned exclusively on expenses to be paid by the applicant. The Qualifications Office will contact the applicant with further instructions, when the documents will be ready.
Processing times for a certificate
All applications will be processed within 30 days from receiving all the documents listed above, pursuant to relevant legislation (Section 2, paragraph 2, Law 241/1990). Such time limit may be extended, should the office require further information, clarification, or additional documents to process the application. Incomplete applications – referring especially to the ‘Information to be included in the employment certificate’ – will not be processed.
NOTE: It is NOT possible to apply for a certificate paying the priority fee for a service to be provided within 24 hours, because the Qualification Office may need to involve third parties in processing the application and it cannot guarantee their turnaround times.
